With difficult reception, the best way to go is always more dish surface. Assuming that you have the LNB feedhorn exactly at the focal point of the dish, that the dish isn't warped or damaged, that the LNB skew is set right, that the LNB feedhorn matches the 'opening angle' of the dish, etcetera.
Changing LNBs can give improvement, but usually not much.
Notice that 28E has in fact two satellite positions: 28.2E and 28.5E. You'd have to either find the best compromise for the UK beams, or maximize on one of those.
