When more than 100% signal strength would mean signal overload, you don't want to be very close to that 100%!
So 90 % is close to maximum, and I guess you need somewhere between 30% and 110% or so (but the indicated percentage really means nothing, when they don't make it clear how they calculate that value exactly). Higher is not better! Signal strength just should be within a certain range.
For the 80% quality, it is also for every receiver different, what value they show. So it is unclear, at what Signal/Noise-ratio the 100% is reached.
Apart from that, when the receiver shows 100%, you have no indicator that can measure any improvement, as the 100% is shown all the time. So for quality level to reach 100%, that is very unpractical, as you do not know if it is really optimal, or only sub-optimal.
When you do not have reception problems (also with bad weather), there is no need to do anything about these percentages.
Apart from that: quality level is a matter of dish size, dish quality, and dish and LNB alignment. Important for hard-to-get satellites or transponders.
