Mi sembra che nel copia-incolla ti sei mangiato la virgola ;)
19,7 in down e 28,3 in up sono valori eccellenti.

forse il valore tra parentesi mi dice di dividere per 10 e ottengo

Attenuation: 28,0 15,3

Strano però: ho il tuo stesso router e a me da il valore corretto. Che versione fw hai? la mia è la Firmware Version: 2640B_WT_1.0.0_20081014
